2024 Annual Meeting

October 27, 2024

First Baptist Church, Mayflower

The meeting was called to order at 2:02 p.m. by Tim Mosley, President. A total of 32 people were in attendance.

Board members present: Tim Mosley, Pam McGill, Viki Martin, Alan Pierce, Gary Danielson, and Amanda Young.

Board Members absent: Michelle Taylor.

Thankful thoughts from Tim Mosley, President – just thanking neighbors for all they do for the community: mowing, fireworks show, decorating front entrance, board members, etc.

Year in Review

  • Worked with county on flooding issues – cleared backed-up area behind River Cliff, trail path with ponds, etc.

  • Developed and implemented new website to replace Wild Apricot – with benefits of being more user-friendly, directly controlled by POA, and more cost-efficient.

  • Re-established non-profit status with the state.

  • Resolved outstanding banking issues – statements, signatures, etc.

    POA Business

    POA Membership

  • 26 paid members prior to the annual meeting.

  • Goes to insurance for POA property and POA board, maintenance, mowing, legal fees if needed, etc.

  • Mandatory dues status update – still need some votes, one way or another, in Phases 4-7 to close out.

  • Dues are mandatory ($100 per year, due October 1) in Phases 1-3 where residents voted in favor of the requirement.

    Review of Financials

  • Balance as of September 30, 2024 = $11,804.24.

  • With fewer paid members combined with higher expenses (inflation, etc.), overall balance is trending downward.

  • Security lighting in the neighborhood currently being paid by McKimmey but at any point, this could go away. Currently around $8,000 per year.

Architecture Control Committee

  • Review of standards – can also be found on the new website.

  • Residents are in favor of more enforcement.

    New Website

  • Home

  • New neighborhood general communication tool as well as mechanism for paying POA dues.

  • Residents encouraged to join and provide their contact information so POA can communicate with them – regardless if they are paid POA members.

    2025 Discussion:

    New Development

  • Existing map of proposed new development phase presented (not final/approved).

  • Tim Mosley has been in touch with Faulkner County Judge about new development. Expecting about 17 homes in next Phase 8, with minimum square footage within our current standards (just under 1800).

  • County Judge working with developer to make sure they abide by certain rules.

  • Andy Timmer remarked that the previous judge said they might consider making sidewalks in the new development. Will look into this with the current judge.

  • Residents don’t believe a cul-de-sac is a good solution – concerned that it will increase time to get out of subdivision.

  • When available, residents would like to see an updated map of the new phases and area.

    Other Neighborhood News

  • County working on re-paving roads throughout the neighborhood for next year.

  • Current Plantation Drive cannot be widened, but the county will maintain it and repave after the new development is complete.

  • New “fire” road from bridge out to White City Road is scheduled to be paved with curbs.

  • Still plans for a new fire station and police sub-station to be built at the top of the hill (near bridge/new “fire” road) – may be 2-3 years.

  •  Judge asked for “wish list” of items the neighborhood needs that the county could potentially assist with. For example, re-pave trails to have them available for walking, running, and riding bicycles (motorized vehicles could still drive alongside but not on paved paths to avoid damage). POA board has developed a list to provide to the judge for consideration.

Committees

  • Residents are encouraged to get involved in various committees as a way to feel more of a part of the community without actually being a member of the board.

  • Welcome Committee – Michelle Taylor.

  • Trails Committee – Pam McGill.

  • Front Entrance Decorating Committee – Tresia Scroggins.

  • Social Events/Activities – need someone to head this up.

    POA Board Elections

    President

    Carol Mulach nominated Tim Mosley for president and Dorothy Muller seconded. All were in favor. Tim Mosley elected president for the next year (1-year term).

    Board Members

    Three board seats are up for election each year (2-year terms). The following terms are expiring this year:

  • Gary Danielson seat — staying involved (through Architecture Control Committee) but not on the board.

  • Pat Daniel volunteered to fill this position. With no other candidates, Pat Daniel was voted in by acclimation.

  • Pam McGill seat – staying involved (through new Trails Committee) but not on the board.

  •  
  • Jeffrey Franks volunteered to fill this position. With no other candidates, Jeffrey was voted in by acclimation.

  • Viki Martin seat – volunteered to continue for another term. With no other candidates, Viki

  • Martin was voted in by acclimation

With no further business, the meeting was adjourned at 3:32 p.m.
